    Under Federal law, Public Corruption occurs not just from taking bribes or providing excessive services to a constituent, but from engaging in a pattern of violating land use laws over a long period of time, depriving citizens of honest government. Is any kind of action on-going to hold Bill Dodd et al responsible for such a thing?
    I DO NOT KNOW ANY SPECIFICS, ONLY THAT ATTORNEY GENERAL MICHAEL MUKASEY HAS SAID THERE ARE PUBLIC CORRUPTION PROBES IN SAN FRANCISCO BAY AREA.  SEVERAL TIMES THERE WERE ADS ON LOCAL TELEVISION WITH A TOLL FREE NUMBER WITH THE FBI FOR PEOPLE TO REPORT PUBLIC CORRUPTION.  INVESTIGATIONS ARE HIGHLY SECRET AND ACCORDING TO ATTORNEY GENERAL MUKASEY, FEDERAL GRAND JURIES ARE ASSISTING.  
    Somehow I think Bill Dodd's efforts to change California's Government Codes, signed into law last October, was a way for Dodd to argue having these changes are essential to supply water to people during droughts - was it illegal before to transport bottle water to places like Capell Valley? - while it has a different reason underlying, which is "growth inducing" to help people like Craig Hall. After all, Dodd was a Republican and in order to get campaign support for run for a seat the Assembly, he had to CHANGE his registration to Democrat.
